Plot: The Punisher has traveled to the American SoutWest upon learning that a racist militia is slaughtering Mexicans on the other side of the US border. After meeting the Hate-Monger, a man wearing a mockery of Captain America's costume, who leads the militia, Frank realizes that this is more than just a physical war, but a war of ideas. Unwilling to allow the Hate-Monter to tarnish Captain America's image, Frank dons his own costume... a merging of Captain America's with his own. Taking up the mantle of the fallen Captain America, Frank Castle takes the fight to the Hate-Monter.
